Sir,

We have been favored with Mr. Merivale's letter of the 8 November last; in which he states, that he was directed to request that we would take a copy of a Despatch from the Governor of Hong Kong, with the Ordinance for Fees enclosed in it; and the protest of the Legislative Council on the subject of this Ordinance.

It was urged by Mr. Edger that the subject of this Ordinance was of general importance in many of the Colonial Possessions of Her Majesty, and our Opinion was requested on the following points:
